RAND Study

Steve Carroll of the RAND Corporation authored an excellent study which demonstrated that a state's monetary tort threshold (how much an injured party needs in medical costs to sue) is correlated with the amount of cases that just exceed that amount. For instance, if the limit is $2,000, then there's a spike in the number of cases just above $2,000. If the limit in another state is $5,000, then there is a spike in cases just above $5,000.
