Surgery for soft-tissue injuries such as whiplash is very controversial. The medical experts are split as to whether this will help. There are few long term outcome studies focused on patient reported improvement.

The decision to proceed with surgery needs to be made very carefully. You don't want to delay surgery if there's a clear reason to operate, however, you can always choose surgery, but once it's done, it's an irreversible decision. You may want to consult more than one surgeon and/or a non-surgical specialist if you're in the "less helpful" category. Ask your doctor if you have any questions.
