Could a 4mm posterolateral protrusion at T10-11 cause nerve pain and numbness in legs and feet? Or ribs and stomach?  Or should I look again at past Lumbar herniations?

Yes to all of the above.  This part of the spine usually contains the bottom of the spinal cord, an area where all nerves originate that eventually travel through the lower spine on their way to the legs.  The local T10-T11 nerve irritation could refer pain along these dermatomes which do go to the ribs and stomach.  The other nerves descending from this area, if irritated, could cause leg problems
